Pittler Tapped for Vacant Administrative Law Judge Position

Timonium lawyer will fill position vacated earlier this year by Tim Kotroco.

Timonium attorney Leslie Pittler has been named to fill a vacant county administrative law judge position by County Executive Kevin Kamenetz.

The County Council is scheduled to vote on Pittler's appointment on Nov. 5. It is not clear if the council will be asked to interview him during next week's work session.

Pittler, a Timonium resident, would fill the vacancy left by Tim Kotroco, who left the job in May for a position with the law firm.

Pittler is expected to work part-time as opposed to Kotroco's full-time position. The exact number of hours and types of cases that will be assigned has not been determined.

Don Mohler, a county spokesman, said Pittler would earn about $60,000 or about half the pay for a full-time administrative law judge.

Pittler is an attorney who practiced some land-use law. He also served for 14 years on the Baltimore County Revenue Authority before stepping down in March. He also served as the director of community development under former County Executive Dennis Rasmussen.

"Les is a guy who is really experienced in county government," said Mohler.

The quasi-judicial position hears zoning and development cases and also code enforcement cases. Kamenetz created the positions upon being sworn in in December 2010, rolling the former zoning and deputy zoning commissioner jobs into the new roles.

Lawrence Stahl, John Beverungen and Kotroco were the first three to hold the jobs. Pittler, if confirmed by the council, will join Stahl and Beverungen.
