Rezoning Request Could Expand College Manor

Community members balked at the rezoning request first proposed in 2008.

, Lutherville's landmark assisted living facility, could expand from being a modest building sitting on sweeping property to a much higher-density community if a request to rezone the property is approved by the Baltimore County Council.

president John Horine filed the rezoning request ahead of the submission deadline last Friday. Horine said that he would prefer to settle the expansion as a planned unit development because that would allow for more dialogue between developers and community members. 

College Manor filed a similar request with the County Council in 2008. That request as met with opposition from nearby residents.

The possibility of expansion at the assaisted living facility was discussed during the Lutherville Community Association’s October meeting. But a community-wide consensus about the zoning request has yet to be reached, said .

The zoning request would increase the number of assisted living units allowed from two per acre to 16 per acre. The property comprises about 11.5 acres of land in the heart of historic Lutherville.

Concerns center on the high housing density, which some considered “inappropriate, given the surrounding community,” Rockel said.

Horine, however, said expansion is a necessity.

“We need to do some new construction. We need to renovate the existing building and we need to upgrade the amenities for our residents,” he said.
