14 People Indicted in Baltimore Heroin Distribution Conspiracy

Three defendants remain at large.

Fourteen individuals were indicted by a federal grand jury in connection with a heroin distribution conspiracy in Baltimore. 

The indictment was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Steven L. Gerido of the Bureau of Alcohol, Tobacco, Firearms and Explosives in the Baltimore Field Division; Commissioner Anthony W. Batts of the Baltimore Police Department; and Baltimore City State’s Attorney Gregg L. Bernstein. It was unsealed Thursday following the arrests of nine of defendants and the execution of three search warrants, according to a news release. Two defendants were already in custody on state charges, and three remain at large. 

The release states that more than 100 agents and officers assisted in the arrests and search warrants. 

"Our ongoing fight against violent crime is more successful with our allied state and federal partners," Batts said in a statement. "We continue to do all we can to reduce crime and violence and I thank all those involved in helping make Baltimore safer."

If convicted, the defendants face a mandatory minimum sentence of 10 years in prison and a maximum of life in prison, according to the release. Those who were arrested Thursday have already had initial appearances in court, and will be detained at least until detention hearings scheduled for July 26 and July 29. 

The following individuals were charged with conspiracy to distribute and possess with intent to distribute one kilogram or more of heroin:

  • Mario Williams, 37, of Baltimore
  • Darrell Gilliam, 42, of Towson
  • Isiah Robinson, 27, of Baltimore
  • Antonio Berry, 42, of Baltimore
  • Raymond Jefferson, 43, of Baltimore
  • Joyce Dunn, 51, of Baltimore
  • Tyree Howard, 47, of Baltimore
  • Hilton Gibbs, 42, of Baltimore
  • Douglas Duncan, 47, of Baltimore
  • Darryl Debro, 47, of Baltimore—remains at large
  • Kevin Fisher, 48, of Baltimore—remains at large
  • Eric Johnson, 42, of Baltimore
  • Reginald Randolph, 47, of Baltimore—remains at large
  • Darryl Robinson Sr., 49, of Baltimore
