The gas tax would increase by 15 cents over the next three years if the governor's recommendation passes in the upcoming , which convenes on Jan. 11. 

The governor said Thursday that state infrastructure has traditionally been paid for by a flat tax on gasoline. He cited pointed out that in the early 1990s, when the 23-cent tax per gallon of gasoline was set, a gallon of gasoline cost no more than $1.50.

"And that's the flat rate that we've been using to maintain an infrastructure that is becoming more far-flung, as land consumption has spread and as populations spread out as people commute further and further distances," O'Malley said.
