MAP: Preview the LCA's Annual Yard Sale

More than 20 homes, College Manor and St. Paul's Lutheran Church are participating in one of the largest community yard sales in Baltimore County.

The Lutherville Community Association is expecting more than 30 homes will be participating in its annual community wide yard sale this weekend.  Add College Manor and St. Paul's Lutheran Church to the fold and Saturday could be "x" on a map marking a treasure trove of unwanted goodies to peruse in the gorgeous Historic Lutherville neighborhood. The yard sale is scheduled for Sept. 8 from 8 a.m. to 2 p.m. In the event of rain, the sale will be rescheduled for Sept. 9. College Manor's inclusion to the yard sale is a symbolic peace gesture following months of neighbor on neighbor disputes over a drastic zoning change request to the decades-old assisted living facility. It is being seen as a way of fostering neighborhood relationships. "One …

UPDATE: College Manor, Community Association Reach Zoning Agreement

Covenant allows assisted living facility to build a new wing while prohibiting additional development for 25 years.

UPDATE (4:10 p.m.)—The yellow "no high density development" signs that have lined the streets of Historic Lutherville are coming down. College Manor and the Lutherville Community Association Board of Directors have reached an agreement, settling the ongoing zoning dispute at the assisted living facility. College Manor representatives have signed a restrictive covenant agreement, which allows 3.62 acres of the property to be up-zoned so College Manor can build a new wing. The covenant also restricts further development of the property for 25 years. Earlier this week, community members railed against County Councilman Todd Huff for introducing legislation as a way of solving the problem. Huff withdrew the legislation Friday afternoon citing…

LETTER: College Manor Defends Huff Legislation, Zoning Talks

The assisted living center's co-owner Bunny Renaud responds to the Lutherville Community Association's letter to the Baltimore County Council.

College Manor co-owner Bunny Renaud has responded to Lutherville Community Association president Lawrence Hooper's assertions that legislation introduced by County Councilman Todd Huff is actually a detriment to the Historic Lutherville community. Read Hooper's letter to the County Council here. To catch up on the back-and-forth between College Manor and the Lutherville Community Association read our article, "College Manor, Community Association Talks Breaks Down Over Zoning Request." From Ms. Renaud: Mr. Hooper is certainly entitled to his opinion about the bill but I might remind the neighborhood that it was a similar bill written by Councilwoman Bachur FOR the community association in the 80s that started the rift between the business …

Bunny- I live in Country Club Park and support you 100% The bullies of the LCA should be ashamed of themselves. I refuse to join LCA and give them any dues because of how horrible they have been to College Manor. I am also sick of the signs- what a disgrace to such a pretty neighborhood. Many of these people fighting you are snobs and control freaks who have nothing better to do with their time. …   more ›

LETTER: 'Quick Fix Legislation' Could Circumvent College Manor Negotiations

The Lutherville Community Association has hit another hurdle in its ongoing talks to reach a solution over College Manor's rezoning request.

UPDATE—College Manor has also issued a letter to the editor concerning the matter of Councilman Todd Huff's attempt to ease tensions between the assisted living facility and the surrounding community association. _______ Third District Councilman Todd Huff has introduced a bill that "essentially kills" the possibility of Historic Lutherville neighborhood residents reaching an agreement with a local assisted living facility over its zoning change request, according to the president of the Lutherville Community Association. (View the full letter below) Lutherville neighbors have been negotiating, at times quarrelling, with College Manor—the decades old assisted living facility in the heart of the neighborhood—over a controversial zoning …

PHOTO OF THE DAY: Jane Banks Day

College Manor celebrated its 60th anniversary over the weekend.

Lutherville lady Jane Banks received the high honor Sunday of having the day named after her. Banks is the daughter of College Manor founder Dr. William Moore III. College Manor celebrated its 60th anniversary this weekend with a jubilee "befitting a queen" (taking a break from recent rumblings). Resident families dined, danced, listened to music and sipped on tea, as Banks was award three proclamations from dignitaries Rep. Dutch Ruppersberger, County Executive Kevin Kamenetz and Councilman Todd Huff. Banks has worked at College Manor since the day it opened on July 1, 1952. College Manor, Community Association Talks Breaks Down Over Zoning Request

Historic Lutherville residents who live near the assisted living center have stepped up protests against the assisted living center after failing to reach an agreement.

Historic Lutherville community members have stepped up protests against a College Manor zoning request, after failing to reach a compromise with the assisted living center located in the heart of the neighborhood. It’s hard to miss the dozens of yellow “No High Density Development” signs that now line the streets. College Manor management submitted a zoning request to the county that would allow them to build on their 11-acre property and accommodate more residents. After weeks of conversation between College Manor representatives and the Lutheville Community Association—the leading advocate against the up-zoning—negotiations have stalled ahead of a June 26 hearing with the County Council. Part of the compromise included augmenting the …

I am amazed at how many educated neighbors can be so short sighted and selfish. College Manor has been a long term establishment that has supported the community (fireworks / community meetings held in their building / Lutherville troops of Girl Scout and Boy Scout visits / allowed neighbors to exercise and play with their animals on the lawn etc.) . College Manor has been a good neighbor and in …   more ›

Rezoning Request Could Expand College Manor

Community members balked at the rezoning request first proposed in 2008.

College Manor, Lutherville's landmark assisted living facility, could expand from being a modest building sitting on sweeping property to a much higher-density community if a request to rezone the property is approved by the Baltimore County Council. College Manor president John Horine filed the rezoning request ahead of the submission deadline last Friday. Horine said that he would prefer to settle the expansion as a planned unit development because that would allow for more dialogue between developers and community members.  College Manor filed a similar request with the County Council in 2008. That request as met with opposition from nearby residents. The possibility of expansion at the assaisted living facility was discussed during the…

Then and Now

Then and Now: Memories of a Childhood in Lutherville

Susan Gelston Mink continued her trip down memory lane, driving me through the streets of her old Lutherville neighborhood.

Editor's Note: You can read Part I of this exclusive Then & Now series here. Oak Grove is haunted. All good, old houses should be haunted, don’t you think? The oldest house in Lutherville is no exception. Susan Gelston Mink told me she doesn’t know who the ghost is, but the ghost must have been old. She was wearing old-fashioned clothes when Mink’s mother saw her, sometime in the early 1950s. Mink spent the early part of her childhood growing up at Oak Grove, from age 3 until age 9, and nothing about it spooked her except the occasional bat that made its way inside. But both her parents saw, and heard, something different. “My mother woke up in her bedroom to see a woman in old-fashioned clothes standing near her bed. She said she wasn't …
